Too Dumb to Walk and Chew Gum at the Same Time?

Don't worry, the government will protect you! State Senator Carl Kruger from New York wants to ban "using an MP3 player, cell phone, Blackberry or any other electronic device while crossing the street in either New York City or Buffalo." Besides being patently stupid and not really something that needs to be legislated, how is this even enforceable? Would people be required to remove any earpieces and Blue Tooth's prior to entering the cross-walk, or just turn off the banned devices? Just another example of a stupid politician trying to make stupid policy based on a non-problem. All in the name of safety and protecting us from ourselves of course.
